Step-by-step
The Silent Statue: talk to Dew in camp. Dew tries to trace the last Bell of Return through the Goddess Statue. The quest reward is 1 Pearl Dust, 1 Velgr Feather, 2 Heavy Stone Block and 1 Vine Bundle — the exact Lv2 material set.
The Weaver: use those materials to upgrade the Goddess Statue. Databases show the target level as a placeholder, but the previous step's reward matches the Lv2 recipe item for item — that is the intended path.
Wandering Chimes: talk to Dew again. The statue picks up the bell's echo, pointing deep into Hallowgrove.
For Whom the Bell Tolls: run Hallowgrove, kill the Elite Greataxe Berserker (golden greataxe, golden threads floating around it), loot the final Bell of Return, extract, and deliver it to Dramm at the Workshop.

What to do next
Why it is called The Weaver
The game's premise is that you collect Gyldenblood to mend the broken Web of Fate, and Dew — who revived you — works through the Goddess Statue to trace the missing bell. The quest name, the golden threads around the Berserker, and the statue upgrade texts all play on the same weaving motif. There is no separate "Web of Fate" quest; the Deluxe edition's Web of Fate item is a cosmetic earring, not a quest.
